When blue has to be deep and clear, it's go to be London Blue Topaz.

This has been cut with the checkerboard cut (my favorite cut for ovals). 

This well built ring holds a very pretty London Blue Topaz.  It weighs about 4.5 carats, and measures 11x9mm.   It's large enough to throw lots of color, but not large enough to be uncomfortable or flashy.

A good, solid, everyday ring -- and would look just as nice out on the town!
